India BIS certification - New standard for mobile phones IS16333:2022

On October 10, 2022, BIS announced that the new standard IS 16333 (Part 3): 2022 on mobile phones supporting Indian languages officially came into effect, and the new standard will replace the old standard IS 16333 (Part 3): 2017, and the transition period between the old and new standards will be extended to December 17, 2022. The old standard will be abolished from December 17, 2022, and mobile phone products that have obtained BIS certification must complete the standard update before this date.

The specific implementation rules for the standard update are as follows:

Manufacturers with old standard certificates

(i) The manufacturer should upgrade the certificate to the new standard by December 17, 2022, otherwise the certificate will be cancelled

(ii) The manufacturer should select one of the models from the old standard certificate and send the sample to a BIS accredited laboratory in India for testing, which issues the report of IS 16333(Part 3): 2022 and then submits an application to BIS with the report.

(iii) The manufacturer should submit a declaration letter stating that the other models in the old standard certificate also meet the requirements of IS 16333(Part 3):2022.

(iv) If the manufacturer fails to update the certificate by December 17, 2022 in accordance with the above procedure, the certificate will be cancelled or the model number in the certificate will be removed.

For new applicants

(i) Before November 17, 2022 (i.e. one month before the new standard comes into effect), new applications can still be submitted in accordance with the old standard.

(ii) If there are applications that are under process but the product is not tested according to the new standard, an untertaking letter stating that the upgrade to the new standard will be completed by December 17, 2022 shall be provided in accordance with the relevant guidelines.

(iii) If the manufacturer fails to update according to the above procedure by December 17, 2022, the certificate will be cancelled or the model number in the certificate will be removed.
