Malaysia announces new regulations on PC Certificate application

SIRIM Malaysia recently announced that all PC certificate holders must be consistent with ST COA certificate holders.
In the past, PC certificates (including PCL and PCS) can be held by non Malaysian companies or by third-party agents. From now on, the holders of PC certificates and St COA certificates must be the same and be real importers. This provision applies to all new applications and applications for extension of the original PC certificate.
1. The transfer of ownership of the certificate shall be agreed by both parties;
2. The st COA holder shall have a certificate of legal entity, such as SSM certificate and / or license issued by local authorities, to ensure the authenticity of the entity's business premises.
3. The number of new PC certificates used for ownership transfer shall be based on the number of current COA holders in the same certificate.
Every new certificate has to pay extra fee.
Note 1: PCS / PCL is a system 5 certification scheme, that is, a certification scheme including factory inspection. This certification scheme has been used by many regulatory agencies, such as suruhanjaya Tenaga (st), kementerian Perdagangan dalam Negeri and Hal ehwal pengguna Malaysia (kpdnhep). Therefore, this may not only change the st requirements, but also extend to other regulatory authorities.
Note 2: ST COA certification is a certification scheme issued by suruhanjaya Tenaga (Malaysian energy regulatory authority). Manufacturers, importers, distributors or advertisers of controlled electronic equipment must obtain COA certificate of approval from St before entering Malaysia for sales.
