China announced Lithium battery mandatory CCC certification

On September 23, 2022, the General Office of China State Council issued the "Opinions of the General Office of the State Council on Deepening the Reform of the Electronic and Electrical Industry Management System", dynamically adjusting the catalogue of compulsory product certification, and add lithium-ion batteries, power adapters/chargers with high safety risks into the scope of China mandatory certification.

GB31241-2014 and GB40165-2021 are compulsory standards for lithium-ion batteries in  China . GB31241-2014 is the standard for lithium-ion batteries and battery packs used in the portable electronic equipment, and GB40165-2021 is the standard for lithium-ion batteries and battery packs used in the stationary electronic equipment.

Portable electronic equipment   defined in  the standard GB31241-2014 (mobile electronic products not exceeding 18kg that are scheduled to be frequently carried by users) include the following: 

a)Portable office equipment : notebook computers, PDAs, etc.

b)Mobile communication equipment : mobile phones, cordless phones, Bluetooth headsets, walkie-talkies, etc.

c)Portable audio/video equipment:  portable TVs, portable DVD players, MP3/MP4 players, cameras, camcorders, voice recorders, etc.

d)Other portable equipment : electronic navigators, digital photo frames, game consoles, e-books, etc.

Additional requirements may apply to lithium-ion batteries or battery packs of portable electronics equipment which are used in the specific applications such as vehicles, ships, and aircraft, as well as in specific areas such as medical, mining, and subsea operations.

Fixed electronic equipment defined in the standard  GB40165-2011 (electronic equipment that is not intended to be frequently carried by users) includes the following:

a)Fixed information technology equipment (IT equipment);

b)Fixed audio and video equipment (AV equipment) and similar equipment;

c)Fixed communication technology equipment (CT equipment);

d)Stationary measurement control and laboratory electronics and similar equipment.

At present, the Certification and Accreditation Administration of the People's Republic of China is formulating the implementation rules of CCC compulsory certification for lithium-ion batteries, power adapters/chargers, and will publish the CCC designated certification bodies and CCC designated testing laboratories in the near future.

For lithium-ion batteries and power adapters/chargers, before the implementation of CCC certification, we can now help client  apply for voluntary certification such as CESI and CQC  certification marks , and the voluntary certification will be helpful for the future application for CCC certification.
